Chapter IV. Transportation of baggage


 
 

Article 4.1. General principles


4.1.1. Passenger baggage is accepted for carriage as registered baggage and is carried in baggage and cargo compartments of the aircraft. Items accompanied by passenger are carried in aircraft cabin as unregistered baggage (cabin baggage).

4.1.2. Passenger’s registered baggage shall be carried by the same aircraft as the passenger proceeds on. If such carriage is impossible the Carrier shall carry such baggage by an aircraft that performs a nearest in time flight to the passenger point of destination.

4.1.3. The Carrier may deny carriage of baggage to a passenger if the weight, number of packages, contents, size or packing does not meet the requirements of these Rules.

4.1.4. Baggage of a passenger that failed to show up for embarkation after registration (including the baggage of no-show transit passenger and his cabin baggage) are to be removed from the board.

 

Article 4.2. The free baggage allowance


4.2.1. Passenger is entitled to free carriage of his baggage within a fixed limit. Free baggage allowance, including items accompanied by the passenger (cabin baggage) is set by the Carrier depending on aircraft type, class of reservation and itinerary. Free baggage allowance may not be less than ten kilograms per passenger.

4.2.2. The Carrier or its authorised agent is obliged to inform passengers of the free baggage allowance for their flight, as well as the need to pay for the transport of excess baggage or baggage subject to compulsory payment.

4.2.3. Free baggage allowance for infants under 2 years of age carried without allocation of seat in domestic and international flights of the airline on routes where free baggage allowance is set on the basis of weight ("WEIGHT CONCEPT") is ten kilos.

4.2.4. The Carrier or its Agent shall advise passenger of free baggage allowance set for the carriage or the need to pay for excess baggage or baggage subject to compulsory charge.

4.2.5. If the free baggage allowance specified on a passenger's ticket is greater than that set by the Carrier, the Carrier does not have the right to reduce the allowance specified on the ticket. If the allowance specified on the ticket is less than that set by the Carrier, the Carrier has the right to increase the allowance specified on the ticket to the allowance set for the route.

4.2.6. If Passenger Ticket indicates a free baggage allowance above that set by the Carrier the Carrier may not reduce that allowance indicated in the Passenger Ticket. If the allowance indicated in the Ticket is less than that set by the Carrier the Carrier may increase the free baggage allowance up to the standard applicable in that service.

4.2.7. In transfer carriage free baggage allowance is set in accordance with end-to-end allowance between terminal points of carriage.

4.2.8. In the absence of end-to-end free baggage allowance or if various standards apply on transfer service segments, passenger may carry baggage free within larger allowance, including, when carriage is performed by third-party Carriers.

4.2.9. In case of involuntary decrease of service class passenger is entitled to carriage of baggage within free baggage allowance set for the paid class of service.

4.2.10. Free baggage allowance does not cover:
  • passenger items, irrespective of their names or purpose, the size of which in pack exceeds in the sum of three dimensions 203 cm (the sum of three dimensions of each baggage item);
  • passenger items, irrespective of their names or purpose, with the weight of a single piece more than 32 kg;
  • pets (birds), with the exception of guide dogs accompanying blind passengers; electrical equipment, at least one item of which weighs more than 10 kg;

Carriage of the said baggage is charged on the basis of its actual weight at published rates, notwithstanding other passenger items carried as baggage.

4.2.11. The Carrier at the request of passengers having the same travel objective confirmed by documents (Ticket numbers are consecutive or the Tickets are acquired at the same agency on the same day, or a family, or a group of passengers on business trip) proceeding together on the same aircraft shall provide an integrated free baggage allowance (sum of free baggage allowances per passenger). Such integration concerns free baggage allowances only. Baggage is checked in for each passenger individually.

 

Article 4.3. Registered Baggage


4.3.1. Passenger baggage is accepted for carriage at registration at the airport of departure or in another registration point. The Carrier of the Service Provider shall issue the passenger with a numbered baggage tag for each piece of registered baggage. Baggage tag is intended for baggage identification. To identify special conditions of carriage registered baggage is additionally attached a special unnumbered baggage tag.

4.3.2. The weight of a single piece of baggage shall not exceed 50 kilograms.

4.3.3. Baggage of transfer passengers is processed to the terminal point or to the transfer point depending on conditions of carriage. Baggage of transfer passengers at intermediate airports is subject to compulsory pre-flight check before it is mixed with checked baggage of passengers for whom that point of service is initial.

4.3.4. The Carrier or the Service Provider shall make a notation on paper Ticket about the quantity and weight of registered baggage, which is treated as baggage ticket issued to the passenger. In case of electronic Ticket entries of baggage weight and quantity are made electronically.

4.3.5. The Carrier or the Service Provider having accepted baggage for carriage is liable for safekeeping the registered baggage and its package.

4.3.6. From the time registered baggage is checked in for carriage and until the time of its issue passenger is prohibited access to the baggage, except for its identification or additional check by competent services.

4.3.7. The Carrier may verify the weight of baggage carried by passenger at the airport of landing and/or airport of destination. If it established that the passenger is carrying baggage above the set free baggage allowance or above the quantity indicated in the baggage ticket without paying due charge for such carriage the Carrier may demand payment for respective part of the baggage.

 

Article 4.4. Carry-on items (hand baggage)


4.4.1. Items accompanied by Passenger (Cabin Baggage) are unregistered baggage. Cabin baggage is not included in free baggage allowance. For the purpose of aviation security, protection of life and health of aircraft passengers and crews cabin baggage may not contain items or substances forbidden for carriage by air transport by aviation security regulations.

4.4.2. Cabin baggage may include:
  • for economy class passengers – not more than one piece of baggage with a weight up to 7 kg, and dimensions not more than 55х40х20 cm.
  • for business class passengers – not more than two pieces of baggage with a weight up to 7 kg each, and dimensions not more than 55х40х20 cm each.

4.4.3. The Carrier or the Service Provider shall at checking in cabin baggage issue “hand baggage” tag to the passenger for each produced item and enter its weight in the baggage ticket.

4.4.4. In exceptional cases, with the permission of the Carrier, items weighing more than 5 kg may be carried in aircraft cabin (within free baggage allowance) if they do not exceed the dimensions of cabin baggage and require special care in transportation.

4.4.5. Cabin baggage in transportation shall be placed under passenger seat. Small light items and passenger overclothes may be placed over the passenger seat in a closing baggage compartment.

4.4.6. At registration passenger shall produce for weighing the entire baggage intended for carriage, with the exception of items he may need during embarkation/disembarkation on/from the aircraft and in flight if they are carried by the passenger and not put into the baggage:
  • lady purse or briefcase;
  • paper folder;
  • umbrella;
  • stick;
  • flower bouquet;
  • overclothes;
  • printed publications for reading in flight;
  • infant food for use in flight;
  • cellular phone;
  • photo camera;
  • video camera;
  • laptop computer;
  • suit in holdall;
  • infant carriage, cradle or carchair for transportation a child under 2 years old;
  • crutches, stretcher or wheelchair in transportation of handicapped passenger.

The items referred to above in this paragraph are not produced for weighing, are not subject for check-in or marked with tags (except infants’ carrieges with overall dimensions exceeding permited cabin baggage sizes).

4.4.7. Passenger shall take care of safekeeping his cabin baggage. In case of interrupted flight referred to in carriage document the passenger at disembarkation shall remove all cabin baggage.

 

Article 4.5. Excess, oversized and other chargeable baggage


4.5.1. Passenger shall inform the Carrier or its Agent in advance about the proposed weight and number of baggage items in excess of the allowance with compulsory reservation of such baggage.

4.5.2. Passenger shall pay for carriage of excess baggage at the rate set by the Carrier, applicable at the time of payment.

4.5.3. If passenger produces for carriage more baggage that was preliminarily agreed with the Carrier and paid for, such amount of baggage can only be accepted for carriage subject to free carriage capacity available on board of the aircraft and payment by the passenger.

4.5.4. The Carrier may limit carriage or deny carriage of passenger baggage with a weight exceeding the free baggage allowance set by the Carrier if such carriage was not agreed with the Carrier in advance.

4.5.5. If at the point of departure Passenger produced for carriage baggage with a weight and number of items less that reserved and paid for in advance, the cost difference between the declared and actual weights of excess baggage is subject to offset under these Rules.

4.5.6. Passenger enroute on service itinerary may reduce or with Carrier consent increase the weight and number of items of carried baggage.

4.5.7. If passenger enroute increases the weight and/or number of carried baggage items he shall pay the carriage cost of baggage the weight and size of which exceed the free baggage allowance of the earlier paid freight. If passenger enroute reduces the weight of carried baggage the Carrier shall not recalculate the previous freight.

4.5.8. In reservation of an aircraft seat or acquisition of a Ticket passenger shall advise the Carrier or its Agent of carriage of outsize baggage.

4.5.9. Oversized baggage is baggage, the sum of the three dimensions of at least one item of which exceeds 200 cm.

4.5.10. Outsize baggage is accepted for carriage, provided the dimensions of loading hatches and baggage and cargo compartments of the aircraft permit its loading/unloading on/from the aircraft and placement on board. Such baggage shall have handles for carriage and fastenings in moving to/from aircraft and on board.

4.5.11. The Carrier may deny acceptance of outsize baggage for carriage.

4.5.12. If excess and/or outsize baggage has to be carried by aircraft of several carriers the Carrier drawing up carriage documents for that baggage shall get the consent of those carriers for such carriage.

 

Article 4.6. The excess baggage receipt


4.6.1. The excess baggage receipt is proof that the passenger has paid for the transportation of the baggage subject to payment.

4.6.2. The excess baggage receipt must without fail consist of flight coupons (from one to four) and passenger coupons, which must be made out in an approved manner.

 

Article 4.7. Transportation of baggage in the cabin


4.7.1. If a passenger's baggage requires special precautionary measures (as in the case of cinematic, photographic, televisual and radio apparatus, electronic and optical devices, office appliances, music instruments and fragile items), it may be carried in the cabin.

4.7.2. The transportation of baggage in the cabin is formalized and executed by prior arrangement with the Carrier. Passengers intending to carry baggage in the cabin are obliged to inform the Carrier or its authorised agent of this when making their reservation or buying their ticket and to pay for a separate seat for the baggage.

4.7.3. Baggage carried in the cabin travels on a separate ticket, the cost of which is 100% of the fare for the passenger accompanying it.

4.7.4. The weight of baggage carried in aircraft cabin may not exceed the average weight of a passenger (not more than 80 kg), and the overall dimensions of baggage shall permit its placement on a separate passenger seat.

4.7.5. The packing of baggage carried in the cabin, must have means for securing it to the passenger seat.

4.7.6. Baggage carried in the cabin is loaded onto and unloaded from the aircraft by the passenger.

 

Article 4.8. Diplomatic baggage (or post)


4.8.1. Diplomatic baggage (or post) accompanied by a diplomatic courier is allowed to be carried in the cabin. It is tagged in the same way as unchecked baggage (hand baggage), separately from the diplomatic courier's personal baggage and may be put on a separate passenger seat.

4.8.2. The weight of diplomatic baggage (or post) being carried in the cabin must not exceed the average passenger weight (75 kg), and its dimensions must allow it to fit in an individual passenger seat.

4.8.3. The carriage diplomatic baggage (or post) is paid for at the fares established by the Carrier and published in reservation systems.

4.8.4. Diplomatic baggage (or post) entrusted to the Carrier's responsibility is carried pursuant to the regulations set by the Carrier.

 

Article 4.9. Baggage content requirements


4.9.1. For the purpose of flight safety the following is not accepted for carriage as baggage:
  • a) items and substances prohibited for carriage by laws of the Russian Federation and Government regulations, rules and instructions of state bodies of the Russian Federation, international documents in the area of civil aviation, international treaties of the Russian Federation and documents of public authorities of any country to, from or through the territory of which carriage is performed;
  • b) explosives, firing agents and items stuffed with them
  • c) compressed and liquefied gases
  • d) inflammable liquids
  • e) inflammable solids
  • f) oxidizing agents and organic peroxides
  • g) toxic substances
  • h) radioactive materials
  • i) caustic and corrosive substances
  • j) poisonous and toxic substances
  • k) fire, cold and gas arms
  • l) other materials and substances which may be used as a weapon of assault on passengers, crew, or creating threat to aircraft flight.

4.9.2. Items and substances which may be carried in limited quantities in passenger baggage:
  • a) crossbows, harpoon guns, swords, sabres, backswords, scimitars, broadswords, skewers, bayonets, daggers, knives: sheath-knives, jettison-blade knives, lock-knives, mockups of any weapons;
  • b) domestic knives (scissors) with length of blade over 60 mm
  • c) alcoholic beverages with alcohol content of more than 24%, but not more than 70% vol. in volumes not more than 5 l, in containers intended for retail – not more than 5 l per passenger
  • d) sports or domestic sprays, with release valves protected by caps from spontaneous discharge, in containers of not more than 0.5 kg (500 ml) capacity – not more than 2 kg (2 l) per passenger

In accompanied baggage:
  • a) medical thermometer – one per passenger
  • b) mercury tonometer in standard case - one per passenger
  • c) mercury barometer or manometer packed in pressurized container with consignor seal
  • d) disposable lighters – one per passenger
  • e) dry ice for cooling perishable foodstuffs – not more than 2 kg per passenger
  • f) 3% hydrogen peroxide – not more than 100 ml per passenger liquids, gels and sprays referred to non-hazardous
  • g) in containers of not more than 100 ml capacity (or equivalent capacity in other units of volume), packed in tightly closed transparent plastic bag not more than 1l in volume – one bag per passenger.

Liquids in containers of more than 100ml capacity are not accepted for carriage even if half-empty.

Exception in carriage is made for medicines, infant food and special dietic products.

Liquids acquired in duty-free shops at the airport or on board of the aircraft shall be packed in a tightly closed (sealed) plastic bag ensuring identification of access to contents during flight, which bears a reliable confirmation that the purchase was made at airport duty-free shop or on board of aircraft on the day (days) of the trip.

Airline administration may make a decision on introducing supplementary measures of aviation security on higher risk flights, whereby prohibiting carriage of the following items in aircraft cabin:

- corkscrews;

- hypodermic needles (unless provided with medical justification);

- knitting-pins;

- scissors with length of blades less than 60 mm;

- folding (without clamp) travel penknives with length of blade less than 60 mm.



4.9.3. With the Carrier's approval, the following goods and substances may be carried as part of a passenger's baggage:
  • a) small flasks (up to 10 kg in weight) with gaseous oxygen or air for medical purpose;
  • b) wheelchairs for transportation of patients and other battery-powered vehicles equipped with leakproof batteries carried in registered baggage, provided battery terminals are protected against short circuit and the battery is reliably fastened to the wheelchair or the vehicle;
  • c) 

    wheelchairs for transportation of patients and other battery-powered vehicles equipped with leaking batteries carried in registered baggage, provided a wheelchair or a vehicle can be loaded, positioned, fastened and unloaded in vertical position only, and the battery is unplugged, terminals are protected against short circuit and the battery is reliably fastened to the wheelchair or the vehicle.

    If it is impossible to load, fasten and unload a wheelchair or a vehicle in vertical position only the battery shall be removed, then the wheelchair or the vehicle may be transported without restrictions as registered baggage. The dismantled battery shall be carried in tough package kits and:

    1) packing kits shall preclude leaking and block liquid of the battery; they shall also be protected against toppling by strapping to pallets or by fastening in cargo compartments with proper fittings, e.g., strapping bands, clamps or supports;

    2) batteries shall be protected against short circuit, fixed vertically in such packing kits and cushioned with sufficient quantity of compatible absorbents to completely absorb liquid contained in batteries;

    3) such package kits shall be applied a package positioning sign, marked “liquid battery with wheelchair” or “liquid battery with vehicle” and provided with corrosion risk warning.

    Aircraft commander shall advise passenger of the location of the wheelchair or the vehicle with battery installed or the location of packed battery.

    It is recommended that passenger agree the activities with the carrier in advance; moreover, leaking batteries shall, as necessary, be equipped with ventilation plugs to prevent leaks;

  • d) in cabin baggage only – mercury barometer or mercury thermometer carried by a passenger who is an employee of the federal executive body in the area of hydrometeorology. Barometer or thermometer shall be packed in tough package kit with reinforced internal insert or bag of solid impenetrable or punch-resistant material preventing leak of mercury from the package irrespective of its attitude. The Carrier (aircraft commander) shall be informed of the barometer or the thermometer.
  • e) by one passenger only – not more than two small flasks with carbon dioxide or another gas of ICAO category 2.2 TI inserted into self-inflatable life jacket plus not more than two spare charges to it;
  • f) heat-radiating items (i.e., battery-powered equipment, such as underwater lights or soldering equipment which at accidental activation will radiate much heat and may cause fire) may be carried in cabin baggage only. Heat-radiating component or power source shall be dismantled to preclude spontaneous operation during carriage.

4.9.4. Passenger is not recommended to put into his registered baggage fragile or perishable items, banknotes, jewelry, precious metals, computers, electronic means of communication, debentures, securities or other valuables, business documents, passports, IDs, keys or similar items.

4.9.5. Passenger is liable for carriage in baggage of items prohibited for carriage or submitted for carriage without regard for carriage requirements and conditions set out by these Rules

 

Article 4.10. Transportation of weapons, ammunition and special equipment


4.10.1. The transportation by air of weapons, ammunition and special equipment (hereinafter referred to as «weapons») is performed pursuant to Russian laws, the federal agency acts based on them, the laws of other states and the international agreements to which the Russian Federation is a party.

4.10.2. The transfer transportation of all forms of weapons and ammunition is prohibited.

4.10.3. Passengers are not permitted to have the following articles in the aircraft cabin during the flight:
  • all types of firearm, spray gun, air gun, cold steel and mechanical weaponry;
  • pistols, revolvers, rifles, shotguns and other firearms, spray guns, airguns, electric shock devices and replicas of them;
  • any model or dummy weapons (including toys);
  • crossbows, harpoons, shashkas, sables, dussacks, yataghans, palashes, swords and swordsticks, bayonets, daggers, cutlasses, stilettos, hunting knives, assault knives, Finnish knives, knife-bayonets, flick knives, lock-blade knives and domestic knives, whatever their purpose;
  • explosives and articles containing them: all gunpowder, in any packing and quantity; military cartridges (including for small-bore weapons); gas gun cartridges; percussion caps (and hunting pellets); pyrotechnics: signal and illumination flares; signal cartridges, landing flares, smoke cartridges, demolition charges and matches, Bengal lights, railway detonators; TNT, dynamite and other explosives; blasting caps, electric detonators, spark igniters, and detonating and fire-conducting cord.

4.10.4. The weapon of a passenger with the right to keep and bear arms at the airport of departure must mandatorily be handed over to the Carrier for temporary storage during the flight and is returned to the passenger at the airport of destination at the end of the flight.

4.10.5. If an aircraft crosses a national border on its route, the passenger must arrange in advance the transportation of the weapon on board with the relevant authorities in the countries concerned, so that the current laws and regulations in these countries are complied with. To enter a country with a weapon, passengers must have permission from competent authorities in that country.

4.10.6. The acceptance of a weapon for transportation, the processing of the required documents, the loading of the weapon onto the aircraft at the airport of departure, and the unloading of the weapon at the airport of destination are performed by a member of the aviation security service (ASS).

4.10.7. The acceptance of a weapon from a passenger for temporary storage during a flight is formalized by a document executed in a set that includes three originals, which is signed by the weapon owner and an ASS employee.
The first original is also signed by the Carrier and is left at the ASS office at the airport of departure. The second original is given to the Carrier, and the third is issued to the passenger so that he/she can collect the weapon at the airport of destination.
The ASS employee informs the owner of the weapon of the procedure for collecting it at the airport of destination.

4.10.8. With the appropriate travel authorisation, employees of the Russian Federal Bodyguard Service and Russian State Courier Service who are on duty, as well as members of the armed forces and the employees of other militarized organisations escorting individuals in a convoy do not have to hand over their weapons for temporary storage during the flight.

4.10.9. Weapons are transported packed in a locked and sealed metal case, which must be stowed in an isolated baggage or cargo compartment.

4.10.10. Long-barrelled weapons that, even when dismantled, are too big to fit into (standard) locked metal boxes, are transported in isolated baggage or cargo compartments in the passenger's packing (a special container, sheath, case or jacket), that is sealed by an ASS employee and conforms to aviation safety requirements.

4.10.11. The handover of a weapon to a passenger at the airport of destination is performed by an ASS employee, upon presentation by the owner of the weapons of the third original of the certificate, proof of his/her identity, a document giving him/her the right to keep and bear arms, and, if necessary, relevant permission to bring the weapon into the Russian Federation or to take it out of the Russian Federation.

4.10.12. If a weapon is not claimed by the passenger at the airport of destination, it shall be handed over by an ASS employee to the Ministry of the Interior transport authorities.

 

Article 4.11. Transportation of pets and birds


4.11.1. The following pets are accepted for transportation as luggage and hand baggage - dogs, cats and birds. Any other animals are not accepted for transportation in luggage and hand baggage and may be carried as cargo.

4.11.2. The transportation of pets (birds) by air is carried out as registered luggage (in luggage compartment of an aircraft) or in the cabin of an aircraft according to prior agreement with the Carrier, as well as subject to permission of destination or transit countries in case of international air traffic.

4.11.3. The Passenger shall inform the Carrier or its Authorized Agent on the transportation of pets (birds) while executing the booking of transportation or buying passenger Ticket, at least, 24 hours before the time of departure of the flight

4.11.4. A pet (bird) suggested for transportation by air transport shall be placed in rigid packing container (wooden or plastic container) or in the metal cage, providing for access for air and strong lock. The size of container (cage) shall allow the animal to stand up to the full body height and rotate the entire circle of 360 degrees of circle around its axis. The bottom of container (cage) shall be waterproof and covered by adsorbing material, the whole periphery of the bottom shall be equipped with the rim preventing the absorbent form sprinkling. The cages of birds shall be covered by lightproof cloth of dense texture.

4.11.5. The same container (cage) may house not more than two adult animals, if the weight of each animal is less or equal to 14 kgs., and they get along perfectly one with another. The animals weighing more than above shall be carried in separate containers (cages). No more than three animals of the same offspring, not elder than 6 months may be placed in the same container (cage).

4.11.6. The transportation of pets (birds) in the cabin of an aircraft may be made only upon prior approval of such transportation by the Carrier within the booking system and under condition of transportation of the animal by adult passenger. Such animals shall be inside the containers (cages). The weight of container (cage) housing the animal shall not be more than 8 kgs. The size of container (cage) in total of three dimensions (length/height/width) shall not be more than 115 cms. During the flight, the container (cage) with the animal in the cabin of an aircraft shall be placed under the seat of the chair behind. It is prohibited to place the container (cage) with the animal at the emergency exits, in passages and on overhead compartments. The animal shall stay inside the locked container (cage) during the time spent on board of an aircraft (during the flight, taxiing, landing/ disembarkation etc.).

4.11.7. The passenger carrying a pet (bird) by air traffic, shall have and show while registering the passenger Ticket, valid documents (certificates) of health of the pet (bird), issued by the relevant authorities of veterinary medicine, as well as any other applicable documents required by the countries of flight or transit countries in case of international air traffic.

4.11.8. The Carrier reserves the right to limit the number of animals carried by one and the same flight according to the aircraft type, flight route and payload capacity etc. No more than two pets (animals) of non-antagonistic type are allowed to be carried in the cabin of an aircraft.

4.11.9. The pets (birds) are not covered by the free baggage allowance. The transportation of animals is to be paid according to the rate applicable to excess baggage, calculated on the basis of actual weight of the animal together with the container (cage).

4.11.10. Guide-dogs accompanying the passengers with the limited vision are carried in the cabin of an aircraft free of charge in excess free baggage allowance, in case of availability of special training, which is to be supported by the relevant certificate, under condition that such dog has a dog-collar and muzzle on and the dog should be attached to the chair at the feet of the master. The Passengers with the limited vision accompanied by the guide-dog are provided with the seats in the end of cabin.

4.11.11. The acceptance of pets (birds) for the transportation is made under stipulation that the Passenger assume all responsibility for the animal. The Carrier is released of responsibility of any kind, in case of damage caused to the third parties by such animals, as well as any liability before such Passenger in case of refusal to carry such pets (birds) inwards or through any country or territory.

4.11.12. The Passenger shall comply with all requirements of Carrier, and shall reimburse to the Carrier all losses and extra charges in case of damage caused by the animal to the aircraft, luggage of other passengers, health and/or life of other passengers.

 

Article 4.12. Declaring the value of baggage


4.12.1. Baggage may be handed over by the passenger for transportation with a declared value. The declared value of the baggage must not exceed its actual value.
When a passenger declares the value of baggage being handed over for transportation, the Carrier has the right to require the passenger to present the contents of the baggage or inspection and, if there is a clear inconsistency between the declared value and the baggage contents, to establish its true value or refuse to transport the baggage with the declared value.

4.12.2. Passengers have the right to declare the value of their checked baggage both at the point of departure and at an intermediate landing point. In addition, passengers may change the declared value of their checked baggage. The declared value must not exceed 20 000 (twenty thousand) rubles. If the declared value of the baggage exceeds this sum, the passenger is obliged to provide documents (receipts, copies of receipts, etc.) for the declared baggage. The Carrier leaves a copy of the documents at the airport of departure and permits transportation of the baggage, if the passenger fulfils all the conditions of the baggage valuation. The value of checked baggage may be declared for each item of baggage separately.

4.12.3. The charge for declaring the value of checked baggage is 10 (ten) percent of the declared value, and is paid at the point of departure.

4.12.4. All items accepted for transportation as baggage with a declared value must be in adequate packing that prevents access to its contents.

 

Article 4.13. Baggage packing


4.13.1. Each item of registered baggage shall have intact package ensuring its safekeeping during carriage and handling and precluding chance of harm to passengers, crew, third persons, damage to the aircraft, baggage of other passengers or other property.

4.13.2. Baggage non-complying with the requirements of 4.13.1 above is not admitted for carriage.

4.13.3. Two or more items in separate packages may not be integrated into a single piece.

4.13.4. Baggage the package of which contains sharp or protruding elements, or baggage in broken package is not accepted for carriage.

4.13.5. Baggage having external damages which do not affect its safety in carriage and handling and cannot cause harm to passengers, crew, third persons, damage the aircraft, baggage of other passengers or other property may be accepted for carriage as registered baggage with the Carrier’s consent. In that case, the presence and type of damage are certified by passenger signature.

4.13.6. The Carrier may deny to accept baggage as registered if the baggage is not placed in package ensuring its safekeeping in usual conditions of handling.

 

Article 4.14. Baggage return


4.14.1. The Carrier shall keep passengers informed about the place of registered baggage dispensing at the airport of destination, stop-over or transfer, as well as about the reason and duration of any delay in baggage delivery, and cause baggage delivered to passengers.

4.14.2. Passenger shall pick up his registered baggage after its dispensing by the Carrier at the point of destination, stop-over or transfer subject to the baggage ticket and a detachable slip of the numbered baggage tag.

4.14.3. 

Dispensing of baggage takes place at the airport to which the baggage was checked in. However, at passenger’s request the baggage may also be issued at the point of departure or at the point of stop-over unless such issue is prohibited by regulations of public authorities, and time and circumstances permit such issuance.

In case of such baggage issuance at the point of departure or at the point of stop-over, any amounts paid to the Carrier earlier in connection with carriage of such baggage may be offset with the Carrier’s consent only.



4.14.4. If a person claiming baggage is unable to produce a baggage ticket and detachable slip of a baggage tag the Carrier may issue baggage to such person only if he produces sufficient proof of his rights to such baggage. A report of such baggage issuance is executed obligatorily.

 

Article 4.15. Baggage storage and disposal


4.15.1. A passenger's baggage may be stored free of charge at the airport of destination for 2 days, including the day it arrives at the airport.
If the baggage is stored at the airport for a longer amount of time, the owner of the baggage is charged at the prevailing rate.
Baggage that, through the fault of the carrier, is not delivered to the airport of destination by the time specified on the passenger’s document of transportation is stored at the Carrier's expense.
Baggage that, through the fault of the passenger, is not collected by the passenger at the airport of destination is stored at the passenger's expense.

4.15.2. A passenger's baggage that does not have a baggage tag and has an unidentified owner is considered undocumented baggage.

4.15.3. From the moment it is delivered to the airport of destination, a passenger's baggage, including undocumented baggage, is considered unclaimed, and shall be disposed of by the Carrier, in accordance with Russian law, if it has not been claimed within 30 days of its arrival at the airport.

4.15.4. During the 30-day period referred to in point 4.15.3, above, the Carrier, or its authorised agent, is obliged to take all necessary measures to find the owner of the unclaimed baggage.

4.15.5. If the owner of undocumented baggage is established, the baggage is stored at the airport for a period of 30 days, starting from the day on which the airport of destination, having received the baggage, sends its owner written notification of its arrival. Once this deadline has expired, the baggage is considered unclaimed and is subject to disposal.

4.15.6. Perishables in unclaimed or undocumented baggage may be disposed of if they deteriorate. In this case, a document recording the impossibility of storing them any longer and their disposal shall be drawn up.

4.15.7. Hand baggage left behind or forgotten on board the aircraft by a passenger is stored at the airport of destination for the same length of time, and under the same conditions of storage, as undocumented and unclaimed baggage.

 

Article 4.16. Lost, forgotten or misdirected baggage


4.16.1. The Carrier or the Service Provider shall take all reasonable measures to search for baggage if passenger on arrival at the point of destination, stop-over or transfer could not recover his baggage and filed a written statement of non-arrival of the baggage without leaving the baggage dispensing zone.

4.16.2. If baggage was not issued to the passenger through the Carrier’s fault the baggage paid for by the passenger in accordance with Carrier rules is forwarded to the point of destination, stop-over or transfer at the Carrier’s cost.

4.16.3. If registered baggage was not found within twenty one days of the date of filing a statement of non-recovery of baggage the passenger may claim damages inflicted by the loss of unregistered baggage.

4.16.4. If registered baggage is found the Passenger shall have the owner of such registered baggage advised and baggage delivered to the airport (point) indicated by the passenger, or at the passenger’s request, to the indicated address at no extra charge.
