Destinations affected by COVID-19

In this section, we have collected all the relevant information about international flights, requirements for passengers and conditions for entering foreign countries.

All passengers arriving from abroad by ancient transport must fill out a form for arriving in Russia to cross the border. Citizens of the Russian Federation can fill out a questionnaire in advance on the the Gosuslugi portal (Public Services Portal of the Russian Federation) before leaving for the Russian Federation.

After returning home, citizens of the Russian Federation must take a coronavirus within 3 calendar days test and upload the results to the ”Gosuslugi” portal within 4 calendar days (Public Services Portal of the Russian Federation). The test results must be uploaded to the portal within 96 hours after returning (Resolution of the Chief Sanitary Doctor). Until results are obtained, self-isolation at home must be followed.

Citizens who have been vaccinated against COVID-19 in the past 12 months or who have had an illness in the last 6 months are not required to be tested. Information about vaccination or previous COVID-19 disease must be posted on the portal “Gosuslugi” portal (Public Services Portal of the Russian Federation) based on information obtained from the unified state information system in the field of health care.

Foreign citizens who have the right to enter the Russian Federation, must present the certificate of the COVID PCR-test’s negative results to the security staff. The test must be done no earlier than two calendar days before arrival on the territory of the Russian Federation (the period is calculated from the moment of sampling of the biomaterial). It is allowed to provide the results of the PCR test in the language of the country of departure, with a translation into Russian, the accuracy of which is certified by a consular official of the Russian Federation.

To confirm the right of a foreign citizen to enter the Russian Federation in accordance with the order of the Government of Russia 635-r for treatment in medical institutions, training (for students) or for the purpose of work, it is necessary to provide official documents. The airline employees will check the entry permit on the Gosuslugi” portal (Public Services Portal of the Russian Federation) using the passport number. If there is no information on the passenger on the website, we will be forced to refuse carriage.

Flights from Russia to Austria

Entry into Austria is allowed for all categories of passengers, without restrictions. Since May 16, demands have been made to identify excessive communication for entry into Austria in connection with the coronavirus.

All citizens over 6 years of age in public places, including at the airport, are required to wear masks with FFP2 filters. It is allowed to use analogues with the same degree of protection, or masks with a higher protection class. The requirement does not apply to citizens who cannot wear masks for health reasons. More

Flights from Austria to Russia

Citizens of the Russian Federation can purchase tickets for flights from Austria to Russia on s7.ru to return home.

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Until results are obtained, self-isolation at home must be followed.

Foreign citizens who who have the right to enter the Russian Federation before boarding a flight to Russia must present to the control officers a certificate of a negative result of a PCR test for coronavirus. The certificate must be issued no earlier than two days before arrival.

For flights to Azerbaijan, in accordance with the current rules, they will be accepted on the flight:

  • citizens of Azerbaijan;
  • passengers, upon presentation of documents confirming kinship, whose close relatives are citizens of the Republic of Azerbaijan (one of the parents, sister, brother, husband, wife or child, grandfather, grandmother and grandson (granddaughter), including family members of such passengers (husband, wife, parents, children);
  • holders of diplomatic passports, heads, employees of diplomatic missions and consulates of foreign countries in the Republic of Azerbaijan, and members of their families;
  • foreigners and stateless persons who have a work permit in the Republic of Azerbaijan, a permit for temporary or permanent residence in the Republic of Azerbaijan, and their family members (wife (husband), parents in their care and children under 18 years of age, as well as children with disabilities who have reached the age of 18);
  • passengers who have been issued a special permit to enter the country by the Operational Headquarters under the Cabinet of Ministers of the Republic of Azerbaijan.

Foreign civilian countries, entry from those permitted in Azerbaijan, and not corresponding to the categories described above, apply for determination only under the following conditions:

  • Passengers over 18 years old — with an official certificate confirming the completion of the full course of vaccination, or an official document on recovery from COVID-19, provided that no more than 6 months have passed since the second dose of the vaccine. A vaccination certificate, a document on recovery, a certificate with the results of a PCR test must have attributes of electronic verification, for example, a QR code. These documents will be checked upon check-in at the airport.

Flights from Azerbaijan to Russia

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 5 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Until results are obtained, self-isolation at home must be followed.

Russian citizens who who have the right to enter the Russian Federation before boarding a flight to Russia must present to the control officers a certificate of a negative result of a PCR test for coronavirus. The certificate must be issued no earlier than two days before arrival.

On flights to Armenia, passengers who have the right to enter Armenia are accepted for transportation.

Citizens of countries requiring an Armenian visa must obtain it in advance and have it when boarding an aircraft.

The issuance of visas upon arrival at the Yerevan airport is currently not carried out.

From May 1, the requirements to present a certificate of vaccination and the results of PCR tests for entry into the country have been canceled.

Flights from Armenia to Russia

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 4 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Until results are obtained, self-isolation at home must be followed.

From May 1, entry into Bulgaria is allowed subject to the presence of documents and permission for all visa rights.

All restrictions and additional requirements for entering the country related to the coronavirus have been removed.

Flights from Bulgaria to Russia

Within 96 hours after returning home, citizens of the Russian Federation must take a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Currently, Russia is included in the list of countries with a particularly high risk of infection.

From December 24, 2021, the validity period of the PCR test for entering the country has been reduced to 48 hours. More details.

Passengers who are allowed to enter the country under temporary restrictions will be accepted on flights to Germany. These include:

  • german citizens and their closest relatives (spouses, children under 18, parents of children under 18);
  • citizens of the European Union, Liechtenstein, Switzerland, Norway and Iceland and their family members (spouses, children under 18, parents of children under 18 and / or partners from the same family);
  • third-country nationals with a long-term residence permit in Germany and their immediate family members (spouses, children under 18, parents of children under 18) and / or partners from the same family;
  • passengers of other nationalities with a confirmed connecting flight from Germany to non-Schengen countries, provided that during the transfer to the connecting flight, passengers are in the airport transit area and do not leave it.

Every passenger aged 12 and over arriving in Germany or next in transit must present one of the following documents at check-in:

  • negative result of a PCR test for coronavirus, done no earlier than 48 hours before entering the country.
  • antigen test done no earlier than 48 hours before entering the country.

Passengers are exempted from submitting test results upon presentation of:

  • certificate of full vaccination against COVID-19, vaccines registered in the EU. The second dose of vaccine must be given more than 14 days before departure.
  • confirmation of recovery (positive PCR test for COVID-19, made for at least 28 days, but not more than 90 days).

All documents must be submitted on paper or electronically in English, German, French, Italian or Spanish. Read more about document requirements here.

In the period from November 24, 2021. until March 19, 2022, restrictions on public transport have been introduced. Only vaccinated passengers can use road, rail or air transport within Germany, provided that the vaccine is approved by the EMA, who have had a coronavirus infection or have a negative coronavirus test taken no more than 24 hours before the start of the trip.

For passengers arriving in Germany from the Russian Federation, a mandatory quarantine regime has been established for a period of 10 days from the date of entry. For children under 12 years old, quarantine can be terminated on the 5th day after entry without passing tests.

The quarantine is valid until proof is provided: of complete vaccination or recovery, by transferring electronic documents through the portal https://www.einreiseanmeldung.de.

The quarantine period can be shortened if a negative test is provided no earlier than on the 5th day after arrival in Germany.

Passengers who do not meet the conditions above will not be accepted on the flight.


Flights from Germany to Russia

At airports in Germany, there are restrictions on the amount of carry-on luggage due to measures to prevent the spread of coronavirus.
Passengers are allowed to present no more than 1 piece of carry-on baggage for inspection, with the exception of small handbags, briefcases, backpacks, tablet bags and similar small bags. We recommend that any additional bags / suitcases / boxes, etc., which are the second or third piece of hand luggage, should be checked in.

Foreign citizens who have the right to enter the Russian Federation before boarding a flight to Russia must present to the control officers a certificate of a negative result of a PCR test for coronavirus. The certificate must be issued no earlier than two days before arrival.

If you are flying to Russia via Germany, please check the requirements for staying in the airport transfer area. For transfer passengers traveling through Germany to third countries, a negative PCR test result in English is required. This requirement applies to transfer passengers over 6 years old arriving from countries (Brazil, India, South Africa and others), where new strains of coronavirus are common.

Until August 31, all restrictions related to the coronavirus have been lifted for entry into Greece. From June 1, it is planned to lift the requirement for the mandatory wearing of masks in public places.

For entry into Greece after 31 August (preliminary information) passengers over 5 years old must present a negative PCR test for coronavirus at check-in at the airport in Russia on a paper form in English or Russian, indicating the name and passport number of the passenger. The PCR test must be done no earlier than 72 hours before entering the country. The express PCR test must be done no earlier than 48 hours before entering the country.This requirement applies even to those with a vaccination certificate.

All passengers are required to complete a Passenger Identification Form (PLF) no later than one day before arriving in Greece. After filling out the form, the passenger will receive a QR code, which must be presented to the airline employee at the airport of departure and to the immigration officer at the airport of arrival. It is allowed to fill in one form for the whole family. It is also recommended to install the Visit Greece app in advance of your arrival in Greece.

Flights from Greece to Russia

Citizens of the Russian Federation and foreign citizens who are allowed to enter the Russian Federation can purchase tickets on s7.ru for flights from Greece to Russia.

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). To enter Egypt, all passengers over 12 years old, including Egyptians, must have a negative test on a paper form in English. PCR test should be done no earlier than 72 hours before departure to Egypt, antigen test no earlier than 24 hours before departure. The test is not required for vaccinated passengers, provided that the second dose of vaccine was administered more than 14 days before entering the country. The proof of vaccination is a certificate in English with a QR code. List of recognized vaccines: Sputnik V, Pfizer, AstraZeneca, Moderna, Sinopharm, Sinovac, Janssen (Johnson & Johnson). Arriving in Hurghada or Sharm el-Sheikh can take a PCR test upon arrival in Egypt. The cost of the test at the airport is about US $ 30. At Hurghada airport, payment for testing is possible only with VISA cards.

Passengers who are allowed to enter the country under time constraints will be accepted on flights to Spain. These include:

  • Citizens of Spain, the Schengen countries and the European Union, as well as their closest relatives;
  • Citizens with a residence permit in Spain and Andorra;
  • Citizens who have a residence permit in the countries of the Schengen Agreement or the European Union, the Vatican, San Marino, subject to the availability of air tickets for a flight to the country of residence departing from Spain within 24 hours;
  • full-time students, entry must be made during the period of study or no more than 15 days before the start of study;
  • Holders of a valid long-term visa “D” issued by one of the EU or Schengen states, subject to the availability of air tickets for a flight to the country of residence departing from Spain within 24 hours;
  • persons with vaccination certificates and the following children under 12 years of age. The vaccine must be approved by the EMA or WHO (Pfizer, Moderna, Astra Zeneca, Janssen, Covishield, Sinopharma and Sinovac);
  • Diplomats and consular staff.

Passengers who do not meet the conditions above will not be able to be accepted on the flight.

Passengers, prior to their flight from Russia to Spain, must complete the FCS Health Monitoring Form here or download the SpTH app on their phone and fill out the form in the app. At the airport of arrival, you must show the airport staff the QR code generated from the completed form.

All passengers (including Spanish citizens) departing from Russia are accepted for carriage only if there is a negative PCR test performed no earlier than 72 hours before entering the country, or an antigen test (RAT on SARS-CoV- 2), made no earlier than 24 hours before entering the country. The test result must be on paper in Spanish, English, German or French. The test is not required for passengers who have presented a certificate of recovery, and for vaccinated passengers if more than 14 days have passed since the date of the second dose of vaccine. Flights from Spain to Russia

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 5 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Until results are obtained, self-isolation at home must be followed.

Foreign citizens who have the right to enter the Russian Federation in accordance with Decree 635-r must present to the control officers a certificate with a negative result of a PCR test for coronavirus in Russian or English before boarding a flight to Russia. The certificate must be issued no earlier than two days before arrival.

Flights from Russia to Italy

All passengers arriving in Italy must present one of the following documents:

  • a negative coronavirus test result on paper form in English or Italian. The PCR test must be done less than 72 hours before entering the country.
  • the result of an antigen test on a paper form in English or Italian, made less than 48 hours before entering the country;
  • a certificate of past illness for the last 180 days before departure in the EUDCC format or in another format recognized by the EU (certificates of past illness from the State Services website are not recognized for entry into Italy);
  • certificate of vaccination with a drug approved by WHO. Vaccination must be done more than 14 days and less than 270 days before entering the country.

The documents must be presented to the airline employee at check-in (More details). The test is not required for children under 6 years old. More details.

Passengers who are permitted to enter Italy under the temporary restrictions will be accepted on flights to Italy. See here for detailed information on the requirements to enter Italy.

Flights from Italy to Russia

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 5 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Until results are obtained, self-isolation at home must be followed.

Foreign citizens who have the right to enter the RF must present confirmation of COVID PCR test results to control officers prior to boarding their flight to Russia. The certificate must be issued no earlier than two days before arrival.

Flights from Russia to Kazakhstan

Entry to Kazakhstan without restrictions for citizens of countries with suspected visa-free entry or with which air traffic has been resumed (Azerbaijan, Armenia, Belarus, Great Britain, Hungary, Vietnam, Germany, Georgia, Qatar, Kuwait, Kyrgyzstan, the Netherlands, the United Arab Emirates, Poland, Russia, Saudi Arabia, Tajikistan, Turkey, Uzbekistan, Ukraine, South Korea).

Restricted entry to Kazakhstan for foreign citizens arriving from Botswana, South Africa, Lesotho, Namibia, Zimbabwe, Mozambique, Madagascar, Eswatini, Tanzania and Hong Kong.

For citizens of other countries, entry into Kazakhstan is allowed only if there is a good reason.

To enter Kazakhstan, all passengers, including citizens of Kazakhstan, before boarding a flight at the airport of departure must present to the airline’s employees on paper one of the following documents in Russian, English or Kazakh:

  • the result of the PCR test for coronavirus is negative, the test must be done no earlier than 72 hours before arrival in Kazakhstan;
  • a certificate of revaccination or completion of a full course of vaccination against COVID-19 in the Republic of Kazakhstan, if no more than 6 months have passed since receiving the second component at the time of crossing the border of the Republic of Kazakhstan (i.e. the certificate of vaccination / revaccination must be issued by the authorities of Kazakhstan);
  • passport/certificate/certificate of vaccination against COVID-19 issued by a country* whose vaccination documents are recognized as valid on the territory of the Republic of Kazakhstan in accordance with the decision of the Chief State Sanitary Doctor of the Republic of Kazakhstan (Russia is not included in this list);

The above documents are not required for children under the age of 5, if the accompanying person has all the necessary documents, and government delegations of the Republic of Kazakhstan.

*Vaccination certificates issued in Armenia, Argentina, Belize, Bolivia, Belarus, Great Britain, Hungary, Georgia, India, Indonesia, Iran, Jordan, Canada, Kyrgyz Republic, Republic of Maldives, Mongolia, Moldova, Peru, San Marino, Serbia, Tunisia, the Republic of the Philippines, Thailand, Turkey, Montenegro, the Czech Republic, Sri Lanka, Ecuador, Estonia and Japan are valid on the territory of Kazakhstan.

Flights from Kazakhstan to Russia

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 5 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Citizens who have been vaccinated against COVID-19 in the past 12 months or who have had an illness in the last 6 months are not required to be tested. Information about vaccination or previous COVID-19 disease must be uploaded to the Public Services Portal.

Foreign citizens who who have the right to enter the Russian Federation before boarding a flight to Russia must present to the control officers a certificate of a negative result of a PCR test for coronavirus. The certificate must be issued no earlier than two days before arrival.

For flights to Russia, with valid entry documents, passengers will be subject to a negative PCR test for coronavirus uploaded to the “Travelling without COVID-19” app.

Passengers flying to Cyprus from Russia would need to present the following documents when boarding the flight:

  • a negative result of a PCR test made no earlier than 72 hours before departure, or a rapid antigen test made less than 24 hours before departure. The test result must be on a paper form in English. The test is not required for children under 12 years of age and passengers with a certificate of vaccination1 or a past illness2;
  • a valid ProVisa (only for citizens of the Russian Federation if they depart on direct flights from the Russian Federation) or a visa.

1 Vaccination certificates with Johnson & Johnson/Janssen, AstraZeneca, (Vaxzervia, COVISHIELD, SKBio), Pfizer/BioNTech, Moderna, Sputnik V (Gam-COVID-Vac), Sinopharm (BBIBPCOVID-19), Sinovac (CoronaVac), Covaxin, Sputnik Light (as a booster/non-core vaccine) and Novavax Nuvaxovid COVID-19. The certificate is valid for 9 months after full vaccination.

2 The certificate of past illness must be issued by one of the EU countries or a country included in the system of European digital certificates. Russia is not included in this list. The validity of the certificate of recovery is no more than 180 days from the date of the first positive test result.

Flights from Cyprus to Russia

Within 96 hours after returning home, citizens of the Russian Federation must take a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 5 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Until results are obtained, self-isolation at home must be followed.

Entry to Kyrgyzstan is allowed to citizens, subject to the availability of valid documents and compliance with all visa requirements.

From May 1, 2022, passengers are not required to present vaccination certificates and PCR test results.

Currently, entry into Kyrgyzstan is prohibited for citizens of Tajikistan, an exception is valid only for diplomats and their families.

Flights from Kyrgyzstan to Russia

Entry into the Republic of Moldova is allowed if there are documents and a register of all visa rights.

There are no additional guarantees for entering the country in connection with the coronavirus.

Flights from Moldova to Russia

Within 96 hours after returning home, citizens of the Russian Federation must pass a coronavirus test and upload the results to the public services portal (Resolution of the Chief Sanitary Doctor). Within 5 days after returning, you must re-take the coronavirus test and upload it to the public services portal. The time difference between the first and second test must be at least one day. Until results are obtained, self-isolation at home must be followed.

Foreign citizens who who have the right to enter the Russian Federation before boarding a flight to Russia must present to the control officers a certificate of a negative result of a PCR test for coronavirus. The certificate must be issued no earlier than two days before arrival.

For flights to Russia, with valid entry documents, passengers will be subject to a negative PCR test for coronavirus uploaded to the “Travelling without COVID-19” app.

Prior to the departure of the flight, it is necessary to present to the airline employee a document on COVID-status in English with a QR code, it can be one of the following documents:

  • a negative PCR test result for coronavirus taken less than 48 hours before departure;
  • certificate of vaccination, provided that the vaccination was performed by one of the vaccines: AstraZeneca (Vaxzevria), AstraZeneca (SK Bioscience), Covaxin, Covishield, Covovax, Janssen, Moderna (Spikevax), Nuvaxovid (Novavax), Pfizer-BioNTech (Comirnaty), Sinopharm, Sinovac or “Sputnik V”;
  • a certificate of illness with a QR code, issued no more than 1 month before the trip.

Foreign citizens entering UAE must possess certain documents. The list of documents for each passengers category is presented below.

If you are traveling for a vacation or for personal reasons you will need:

  • COVID status document in English;
  • medical insurance for the entire period of your stay in the UAE, which covers the cost of coronavirus treatment and self-isolation in an observatory;

If you have a “resident visa”, you will need:

Passengers arriving in Dubai from Russia must have a paper medical certificate with a negative PCR test result for coronavirus, made less than 48 hours before departure, a certificate of vaccination or past illness in English. The document must be issued by a lab accredited by the country of departure. The certificate must have a QR code. No document is required for passengers under 12 and passengers with limited mobility.

Passengers who do not meet the conditions stated above will not be admitted to the flight.

  • receiving 2 doses of vaccine, provided that the second dose of vaccine was administered no more than 6 months before the date of departure;
  • vaccination with 1 dose of Janssen COVID-19 vaccine, provided that the vaccination was done within 2 months before departure.

To plan your trip to Turkey, consider the local sanitary and epidemiological measures for tourists:

1. It is required to fill in the “Application for entry to Turkey” in advance on the website of the Ministry of Health. 3. In the terminal of the airport of Turkey, before passing through passport control, measure the temperature and check the certificates with a negative test result and certificates of vaccination. If the passengers are all right, you can leave the airport and continue your journey. If a high fever and other symptoms of COVID-19 are detected, the passenger is sent to the hospital for examination. According to the requirements of the South Korean authorities, on flights from Russia to Seoul, there are restrictions on the categories of passengers who can fly, including restrictions on the types of visas accepted.
