4. Particularities of the Carriage of Baggage when Performing International Transfer Carriage14

If the Passenger purchases international carriage on the Carrier’s flights, a simplified procedure for the performance of customs operations provided for in Decree of the Government of the Russian Federation No. 637 of 10 July 2014 may be applied to the carriage of baggage.

  • Attention: if the international transfer carriage of the Passenger is actually performed by several carriers (two or more) under a code-share agreement or other contractual relations between the Operating Carrier and the Carrier, the simplified procedure may not be applicable to the registration of the baggage. It is necessary to clarify when registering the baggage whether you need to get your baggage at the airport of transfer for customs control and whether or not the simplified procedure is applied by the particular Operating Carrier.
  • The simplified procedure applies to the baggage, provided that there are no goods in it that are subject to customs declaration in writing in accordance with the customs legislation of the Customs Union and the Russian Federation15. Subject to meeting this requirement, the baggage can be registered and accepted for carriage at the airport of departure directly to the airport of destination.

The list of goods that are subject to customs declaration in writing can be found here.

  • If the Simplified Procedure is applied to the baggage, the Passenger does not need to get and re-check it at the airport of transfer, since the customs control of the baggage is performed without their participation.
  • If the baggage contains goods that must be declared in writing, the Simplified Procedure does not apply. In this case, the passenger must get the baggage at the airport of transfer and proceed to the customs control zone to carry out customs operations with regard to the baggage.
  • The application of the Simplified Procedure does not relieve the Passenger from compliance with other requirements of the legislation of the Customs Union and the legislation of the Russian Federation on customs matters. Fulfilment of the above requirements entails responsibility provided for by the legislation of the Russian Federation and the Customs Union.
  • In accordance with the Decree of the Government of the Russian Federation No. 637 dated 10 July 2014, a simplified procedure for the baggage registration on the Carrier’s flights may be applied when performing carriage to the airport of destination located on the territory of the Russian Federation from the following airports of departure:
    • Europe: Germany (Munich, Frankfurt, Düsseldorf), Spain (Valencia Alicante, Madrid, Palma de Majorca), Ukraine (Kiev, Odessa), Moldova (Kishinev) Cyprus (Larnaca, Pafos) Greece (Athens) Ireland (Dublin) Italy (Verona) Bulgaria (Burgas, Varna) Austria (Innsbruck), Georgia (Tbilisi, Batumi, Kutaisi), Azerbaijan (Baku).
    • Asia: Turkmenistan (Ashgabat).
  • In accordance with the Decree of the Government of the Russian Federation No. 637 dated 10 July 2014, a simplified procedure for the baggage registration can be applied when carrying out carriage to an airport of destination located outside the Customs Union from all airports of the route network of PJSC Siberia Airlines, provided that the airport of transfer is the Domodedovo International Airport in Moscow.

Attention! The list of airports mentioned above may change, the current information should be specified at the airport of departure.

Please get the confirmation that it is possible to use the simplified procedure from the Carrier’s agent at the check-in at the airport of departure.

The Carrier reserves the right to refuse to use the simplified procedure for the carriage of Passenger’s baggage, provided there are clear signs that there are goods in the baggage that are subject to a written declaration, as well as due to the inability to comply with the requirements of the Government Decree of the Russian Federation No. 637 of 10 July 2014.

Details on the rules for transfer of goods across the customs border of the Customs Union in the accompanying baggage can be found on the website of the Federal Customs Service of Russia.

For international flights, the Passenger may require a visa which is valid at the moment of departure and remains valid for the period of stay in a foreign country (including a transit visa at the airport of transfer or transit). 11Moreover, in order to provide the protection from unauthorized access to bank cards and electronic fraud, the Carrier has a right to request from the Passenger the confirmation of their permanent residence address and/or a scanned image of the Customer’s bank card used to make the payment for the specified passenger ticket or the authorization code for the Customer’s bank card transaction with which the ticket was paid for. The Carrier notifies the Passenger of the necessity to provide such information by sending them a written request to the address specified by the Passenger at the moment of the Purchase. In case of the receipt of such request the Passenger must send the above-mentioned documents either to the e-mail address of the Carrier from which the request was sent, or present them to the Carrier’s representative during the flight check-in (the Carrier has a right to make a copy of the said documents for their subsequent forwarding to the bank in order to confirm the legitimacy of the transaction).
